An electric grid, this somewhat mysterious device usually appears on the walls of military restricted zones and detention houses. A resident reported that an electric grid was installed on the wall of a residential community on Datong Road, and the striking warning signs made passersby nervous: Running high-voltage wires along the street, what if someone gets hurt?
This morning a resident told reporters that a newly built community on Datong Road had installed a high-voltage electric grid on its street-facing wall. On the iron wall, six bare iron wires ran in parallel, with a yellow warning sign every few meters bearing large red characters: Warning, Electric Fence, Stop, High Voltage Danger. The warning sign also carried a triangular high-voltage danger symbol, which was alarming to see.
Ms. Zhang, who passed the community, told reporters she usually took a detour: These electric fences are installed by the roadside and involve public safety. What if the wires leak current, or someone with an umbrella accidentally touches the wire and gets hurt? Who will be responsible?
What is the attitude of residents toward the electric fence? Ms. Wang, who was renovating an apartment on a building by the wall, told reporters: Since the electric fence was installed, I feel much safer and thieves no longer dare come in. I now feel at ease and sleep soundly.
However, some residents expressed concern. Ms. Li told reporters: The property installed the electric fence for the residents' good, but what if a mischievous child climbs over the wall and touches the electric fence?
Some residents also believe the community could use the most advanced infrared anti-theft equipment, and that installing the electric fence affects the community's appearance and makes people feel as if they live in a prison.
Does the electric fence carry high voltage, and would touching it injure a person? The community security guard told reporters that the electric fence would not injure a person's body and would only cause a tingling sensation to whoever touched it; so far, installing this electric fence seems to be working well.
To understand the actual effect of this electric fence, reporters this morning contacted a Mr. Chen from a Shanghai company. Regarding the effect of the electric fence, he said the effect is quite good; if someone prying at the fence touches the electric fence, it can give the hand a tingling shock.
Mr. Chen said their company supplied and installed such electric fences for two communities in Hefei. I don't know the exact voltage; it needs to be set by electrical professionals, but it is certain that the voltage is within a range safe for the human body and will not endanger life.
Regarding the specific use of the electric fence, Mr. Chen said the property control room of the community has display equipment. If a thief tries to climb over the wall and touches the electric fence, the display in the community property control room lights up to show which section of the community wall has been breached; at that moment the thief's hand would be tingled, and the community security can arrive in time. On whether the electric fence is legally and reasonably set and how to handle personal injury, Mr. Chen Chaohui of Anhui Zhongtianheng Law Firm believes that setting up an electrified fence should also be approved by the national power department, and if it causes personal injury, the community property company cannot escape responsibility.
Lawyer Chen said that an electric grid involves public safety and its installation must be approved by relevant authorities. Hanging high-voltage danger warning signs on the community wall's electric fence is actually also illegal; such warning signs should be set by the power department, not by the community developer or property. In the end, setting up this kind of electric fence is redundant. If such an electric fence makes others feel fearful and creates a psychological threat, liability can be pursued from a legal perspective; it is also an act of infringement.
Lawyer Chen believes that installing an electric fence adds factors that endanger personal safety. If a child or elderly person suffers personal injury or other accidents as a result, the property company that installed the fence shall bear the corresponding civil compensation liability. Even for a thief, the right to personal safety should be protected by law, and one cannot intentionally or negligently injure or kill them because of their theft. If a thief actually enters the community to steal and is electrically shocked causing serious personal injury, the community would be considered to have used excessive defense and shall bear the corresponding responsibility.
