            In recent years, with the large influx of migrant population, the urban population is characterized by a large base, high mobility, scattered residential locations and high management difficulty. The resulting public-security, criminal and other social problems have also shown a year-on-year upward trend, posing huge tests and challenges for people living and working in peace, comprehensive urban governance, and the police "strike, prevent, manage and control" work. At the same time, demands at the community level for handling new types of cases are becoming increasingly urgent. It is therefore necessary to build an intelligent, three-dimensional community security and prevention system to improve community security governance and, in turn, comprehensive urban management capacity.





1. General Overview

  In recent years, with the large influx of migrant population, the urban population is characterized by a large base, high mobility, scattered residential locations and high management difficulty. The resulting public-security, criminal and other social problems have also shown a year-on-year upward trend, posing huge tests and challenges for people living and working in peace, comprehensive urban governance, and the police "strike, prevent, manage and control" work. At the same time, demands at the community level for handling new types of cases are becoming increasingly urgent. It is therefore necessary to build an intelligent, three-dimensional community security and prevention system to improve community security governance and, in turn, comprehensive urban management capacity.

  Following the design philosophy of "unified planning, unified standards, unified platform and unified management", the Smart Community Security System achieves comprehensive awareness of community data and events through video surveillance, micro checkpoints, facial-access doors and various IoT sensing devices within the community. By fully applying new technologies such as big data, artificial intelligence and the Internet of Things, it builds a "Smart Security Community System" centered on intelligent big-data applications, forming a three-dimensional community prevention and control system jointly built by the police, comprehensive governance authorities, sub-districts and property management. It effectively improves the management of special populations, persons of focus, persons involved in cases and other target groups, continuously enhancing the forecasting, early-warning, analysis, precision strike and dynamic management capabilities of government agencies such as the police and comprehensive governance authorities, raising the intelligence level of community prevention and control and improving residents' happiness index.

The Smart Community Security System consists of three main parts:

  1. Front-end sensing subsystem

  The front-end sensing subsystem mainly consists of an intelligent video surveillance subsystem, an intelligent video access-control subsystem, a face recognition subsystem, a parking management subsystem, a visitor management subsystem, a displacement detection subsystem, a smartphone collection subsystem and a fire sensing subsystem, achieving comprehensive awareness of front-end data and events.

  The front-end sensing subsystem includes IPC intelligent network cameras, an intelligent video access-control face-recognition subsystem, and intelligent robots. The IPC intelligent network cameras include several products such as the face-capture ultra-starlight bullet camera series, the economical bullet camera series and the economical dome camera series; the intelligent video access control includes several products such as the standard 4.3-inch landscape screen and the enhanced 10-inch landscape screen.

  2. Networking and transmission subsystem

  The networking and transmission subsystem mainly includes multi-dimensional sensing gateways, PVG video cloud networking and Antelope Cloud, achieving reliable access of video, images and structured data and forwarding them to the back-end application platform.

  3. Smart security community platform

  Through cloud storage, elastic computing and data governance of massive community sensing and business data, it forms various subject databases, special databases and operational models, providing personalized applications for police, comprehensive governance authorities, residents, sub-districts and property management.



3. Smart Security Community Platform

  3.1 Business Modules

  3.1.1 One Standard and Six Realities

  Through a unified standard address database, it achieves comprehensive analysis and multi-dimensional map-based display centered on community data such as actual population, actual housing, actual organizations, actual security facilities, actual security forces and actual police events.

  The actual population module performs classified statistics of the population in the community through a two-dimensional map plus graphical display, and can link to and query a person's "one-person-one-file" information.

  The actual housing module includes building and floor information, housing information, household information and member tag information within the community, and is linked to the "one-person-one-file".

  Actual organizations refer to information on organizations inside and around the community, including organization name, photos, address and detailed information of employees.

  Actual forces include the management of neighborhood committee staff, building leaders, volunteers, security guards, cleaners and greening keepers.

  Actual equipment refers to statistics of available police equipment and fire-fighting facilities in the community; through awareness of actual forces and statistics of actual equipment, it improves the efficiency and accuracy of emergency handling.

  The actual security facilities module mainly manages the various sensing devices already deployed in the community, including HD surveillance cameras, face capture cameras, vehicle micro checkpoints, video access control, Wi-Fi probes and fire-sensing devices.

  Actual police events achieve intelligent analysis and flow processing of community events such as deployment alarms, reported events, population sensing, vehicle sensing and alarm sensing, forming a closed management loop of "alarm - push - receive - handle - feedback - statistics".


  3.1.2 Community Business Modules

  It mainly includes modules for personnel verification and registration, key person and vehicle control, and persons of concern.

  The personnel verification and registration module establishes a verification mechanism for the community's mobile population, instantly comparing persons discovered through sensing or proactive means with known population information, so as to achieve routine community personnel control.

  The key person and vehicle control module builds databases of key persons and key vehicles and, combined with community sensing technology, achieves deployment, alarming and early-warning management of key persons and vehicles within the community.

  The persons-of-concern management module builds a community database of persons of concern, including elderly living alone, youths who have gone astray, left-behind children, and families of the poor and disabled. The system combines sensing data and utility consumption records (water, electricity, gas) for big-data analysis, using intelligent big data to carry out community care work.


  3.1.3 Electronic Map

  The two-dimensional and three-dimensional maps provide a visualized display of community information such as the "one standard and six realities".

3.2 Application Modules

  3.2.1 Dynamic Sensing Application

  It achieves face sensing, door-opening sensing, vehicle-pass sensing, Wi-Fi sensing, fire sensing, video sensing and displacement sensing within the community, keeping real-time track of various information inside the community.

  The face sensing module obtains the latest face-capture photos, including capture location and time, and performs face comparison to build a video identity database of persons.

  The door-opening sensing module obtains the latest door-opening records, including the name and ID number of the person opening the door, the opening method, time, location, door-opening screenshot and short video.

  The vehicle-pass sensing module obtains the latest vehicle-pass records, including license plate number, time, location, entry or exit, and whether the vehicle is registered in the community.

  The Wi-Fi sensing module obtains the latest mobile phone MAC records in the community through Wi-Fi sniffing.

  The fire sensing module is divided into smoke sensing, electrical sensing and water-pressure sensing;

  The displacement sensing module displays, in a list, information related to manhole covers in the community and corresponding photos.

  The sensing abnormality module provides early warning and alarm for events such as doors left unlocked, abnormal card swiping, fire alarm, electric leakage and abnormal fire-hydrant water pressure.


  3.2.2 Intelligent Video Analysis Application

  Through intelligent analysis of real-time community surveillance video, it alarms on community anomalies such as vehicles occupying roads and climbing, and provides image-search-by-image, enabling the search for people, vehicles and objects sharing the same features within the massive structured video and image data of the community big data.


  3.2.3 Community Big-Data Analysis Application

  The community cloud search module achieves intelligent retrieval of various data resources in the smart security community system.

  The one-person-one-file module searches for a person's file by ID number; the file includes the person's photo, basic information and tag information, as well as housing, vehicles, face captures, door-opening records and alarm events associated with that person.

  The one-house-one-file module searches by community, building number and room number, displaying comprehensive information of a household, including household members, relationship to the head of household, in-house vehicle information and water, electricity and gas consumption.

  The one-vehicle-one-file module collects and aggregates basic vehicle information, community micro-checkpoint pass records and parking lot records, and, combined with police checkpoint recognition information, comprehensively displays the overall status and trajectory of a vehicle.

  The trajectory analysis module queries pass records within a specified time period by inputting a face photo, dynamic sensing data or a license plate number, displays them on a map in chronological order, and accurately depicts the activity trajectory of the target.

  Based on the sensing and business data aggregated at the community level, the community big-data analysis model module builds a variety of operational models close to real community applications, mainly including person-oriented models such as the community actual-population analysis model, community key-person analysis model and out-of-control analysis model, as well as vehicle-oriented models such as round-trip region analysis, illegal occupation analysis and frequent-appearance analysis - more than ten community big-data analysis models in total.

  The data warehouse visually displays the accumulation of data resources such as the "one standard and six realities" and "dynamic sensing" within the smart security community system at multiple levels such as a single community, district and city.


  3.2.4 Community WeChat and APP

  The community WeChat and APP include modules for querying person, housing and vehicle files, mobile control of key persons and vehicles, and mobile-terminal early warning and alarming.

  The person/housing/vehicle file module provides police, comprehensive governance and other users with query functions for community person, housing and vehicle file information; different user roles have different query and viewing permissions.

  The key person and vehicle mobile control module provides police and other users with registration, verification and deployment functions for key persons and vehicles.

  The early-warning and alarm module achieves timely alarming and early warning on mobile terminals for various sensing and police events in the community.


  3.3 Management Module

  It achieves intelligent operation and maintenance of the platform, specifically including user management, role management, permission management, organization management, log management, interface management, device management, system configuration, O&M management and database management.


  4. Solution Features

  4.1 Ubiquitous sensing and multi-dimensional information integration

  Front-end devices collect multi-dimensional information while connecting to various business systems on multiple networks to obtain data; the data sources are cleaned, then aggregated through networking, and displayed and invoked based on GIS.


  4.2 Strike: precise strike against criminals

  Through correlation analysis of face data, access-control passage data and case data, it depicts the trajectory of suspects, carries out precise deployment, and achieves rapid location and effective strikes.


  4.3 Prevent: reduce the incidence of various cases

  By building various special databases of personnel, it achieves refined management of personnel attributes and provides early warning and prevention for suspicious persons entering the community or a unit.


  4.4 Manage: community grid management

  It strengthens the collection of "one standard and six realities" data, builds refined community grids, and statistics the distribution of various personnel, improving the level of community grid management.


  4.5 Control: control of key personnel

  It builds a key-personnel database, collects card/ID information and face information of key persons, analyzes their behavior, and provides early warning and prevention for various abnormal behaviors.
